at present, the current situation of periodic inspection of gas cylinders in China is not optimistic, there are many problems, and it is difficult to solve them. This paper intends to make some tentative analysis and research, and put forward suggestions and measures for improvement

1 problems in the regular inspection of gas cylinders

1.1 in the regular inspection and evaluation of gas cylinders (hereinafter referred to as regular inspection), the regular inspection authority of gas cylinders does not strictly implement the national administrative regulations and relevant standards

1.1.1 cylinders manufactured or modified by units without manufacturing qualification shall be regularly inspected and evaluated as qualified

1.1.2 regular inspection report shall be issued for cylinders not submitted for inspection

1.2 the regular inspection authority of gas cylinders did not perform the duties of waste judgment and destruction

1.2.1 the gas cylinders that have been determined to be scrapped are not destroyed and returned to the users intact, so that the scrapped gas cylinders continue to circulate in the market

1.2.2 the cylinders that should be judged as scrapped will not be scrapped and will still be judged as qualified

1.3 the inspectors of the regular inspection institution of gas cylinders do not strictly control the quality of regular inspection of gas cylinders

1.3.1 there are problems in the inspection of all kinds of gas cylinders, such as incomplete inspection items, inconsistent inspection methods, chaotic inspection procedures, etc

1.3.2 after regular inspection, the gas cylinder shall not be painted with paint color mark, and the inspection color code shall not be painted, or the color and shape of the color code are wrong

1.3.3 the contents of the cylinder inspection report are incomplete, the procedures are incomplete, and the responsibilities are not clear

on the surface, there are problems in regular inspection of gas cylinders, which are only the phenomenon of inaction of regular inspection institutions and inspectors of gas cylinders. However, from a deeper level of exploration and analysis, we can find that there are many influencing factors, mainly in the following aspects

2.1 the regular inspection institutions of gas cylinders lack the incentive mechanism for long-term operation, especially the inspection institutions set up in the gas cylinder filling units, and most of them have the phenomenon of dispensable "decoration". According to the regular inspection ability of the regular inspection organization, it could not only be qualified for the regular inspection of its own cylinder, but also provide regular inspection services for other units. However, in reality, most of the regular inspection institutions cannot make ends meet and lack the market-oriented conditions for inspection fees, so the direct economic benefits of inspection cannot be reflected and its normal operation cannot be guaranteed. Therefore, the regular inspection organization is often only used to deal with the supervision and inspection of the superior quality inspection department, and cannot play the actual role of regular inspection at all

2.2 the inaction of the regular inspection organization and inspectors of gas cylinders is related to the lack of incentive mechanism that the relative humidity deviation should be ± 23% RH, as well as the fact that no regular inspection performance assessment has been implemented and their inspection has been investigated. Of course, from the legal point of view, the gas cylinder regular inspection agency without interests, of course, does not have to bear its corresponding responsibilities

2.3 the gas cylinder filling unit without regular inspection agency lacks a strong and effective supervision mechanism. Some cylinder filling units have not submitted their cylinders for inspection for a long time, but there are many "tricks" to deceive the superior quality supervision department. For example, in the process of large-scale circulation of gas cylinders, the method of classifying the regularly inspected gas cylinders of other units under the name of the unit is adopted, forming the illusion that the regularly inspected gas cylinders of the unit have been inspected. Another example is to sign a written agreement with the regular inspection authority of gas cylinders as the basis for regular inspection. In fact, there is no gas cylinder for inspection, and the agreement is just a dead letter. When reporting to the superior quality supervision department for filing, the registration data are forged. Because of the existence of this small number of illegal units, it is bound to affect the initiative and enthusiasm of other law-abiding units in regular inspection of gas cylinders, which will cause the situation of out of control regular inspection of gas cylinders

2.4 quality supervision departments at all levels are immersed in the results of special rectification of gas cylinders, and the supervision of regular inspection of gas cylinders is seriously insufficient, lacking both on-site investigation and supervision and necessary administrative supervision investment. At the same time, because the monitoring measures taken are not in line with the national conditions and public conditions, nor are they practical, the regular inspection and monitoring objectives of gas cylinders have been unable to be achieved. According to the report of authorities, the regular inspection rate of gas cylinders reported nationwide in 2004 was 84.5%. at present, there are two forms of establishment of regular inspection institutions of gas cylinders in China. At the beginning of this year, Hanz Wobbe, an experienced European industry executive, was recruited to serve as the chief technical officer: one is the special equipment inspection institution directly under each geological supervision department; The other is a special inspection organization for gas cylinders set up by the gas cylinder filling unit. However, regardless of the form, the establishment basis of the regular inspection institution of gas cylinders is the regulations on safety supervision of special equipment (Order No. 373 of the State Council). This regulation is an administrative regulation for regular inspection of gas cylinders. Before formal modification, all parties involved in regular inspection of gas cylinders must perform their prescribed duties and obligations

first of all, as an administrative functional department, the special equipment safety supervision organization of the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China and the quality supervision departments at the provincial and prefectural (municipal) levels should perform the supervision and management of regular inspection of gas cylinders according to their respective scope of responsibility, strengthen the macro supervision of regular inspection of gas cylinders, increase the investment in regular inspection and supervision of gas cylinders, and take improving the regular inspection rate of gas cylinders as the macro control goal to effectively ensure the operation safety of gas cylinders. In the current situation of insufficient supervision, social forces can be mobilized to actively participate in the supervision and management of regular inspection of gas cylinders. For example, taking advantage of the expertise of relevant industry organizations, provide technical support for quality supervision departments at all levels, and grant certain authorities within the regulatory framework to assist in the supervision and management of regular inspection of gas cylinders. According to the requirements of market-oriented operation, the regular inspection unit of gas cylinders should be an intermediary institution that independently performs the regular inspection function of gas cylinders, and must have the status of an independent civil legal person, rather than being an affiliated or subordinate institution of a direct interest unit (such as the cylinder filling unit or other related units). The cylinder filling unit should not be the holder of the regular inspection investment of gas cylinders, but should independently select the regular inspection institution of gas cylinders and timely send the expired gas cylinders for inspection in strict accordance with national laws and regulations and relevant specifications and standards. It should pay the expenses required for the regular inspection of gas cylinders at the negotiated price rather than the government fixed price, which is very common, such as the lax sealing of the through wall opening, the cracks at the interface, and the cracking of the finish layer, so as to truly bear the main body of cylinder safety management. For the cylinder filling unit that fails to perform the obligation of submission for inspection and causes losses, it must investigate its corresponding liabilities according to law.
